A PAYT system is used for the pricing of waste collection and management services, provided by the local authorities. It is based on the “polluter pays” principle. According to it, the height of the waste service fee attributed to a household is directly dependant of the waste quantities that it produces. That way, they have an additional motive to reduce those quantities, by recycling, composting and changing their consumer behavior. Such systems are being developed with increasing rate around the world and especially in the EU, where 14 of the oldest Member – States and a significant number of new ones have implemented such charging systems.
