Basis of this scheme is the identification or a direct charging of the user in the moment of accessing waste disposal services by the way of an installation or receptacle for waste collection. These waste collection devices are not directly assigned to a certain group of waste generators (though practically they are through the issuance of identification cards and the like).

This scheme is particularly suitable for areas where the individual assignment of collection containers to the users is impossible or difficult to implement and mechanisms of social control are weak, and where individual waste disposal behavior varies greatly.

The user identification scheme is realised by the means of chamber system(s).
