In the routine system receptacles are regularly emptied by the waste collection services. Special stipulations with the collection service or regarding the assigned volume have to be made (for instance in the frame of ordinances on waste collection) to make sure that users won’t have to pay for bins which are not effectively filled or even empty.

Where such arrangements (for example bins with a filling level below 75% of total capacity shall not be emptied) cannot be found, freedom of choice with regard to the size of the receptacles should be provided.
