A detailed local inventory in the case areas will be compiled. Legislation, financial tools, socio-economic and cultural features and practices, charging and billing mechanisms and security of cost recovery options will be taken under consideration along with current status of solid waste management practices. This inventory will provide the basis for the selection of the most suitable PAYT scheme for each country. In total, three such studies, one for Greece, Cyprus and Estonia each will be carried out.
