ΔΙΚΑΙΗ ΧΡΕΩΣΗ ΤΩΝ ΔΗΜΟΤΙΚΩΝ ΤΕΛΩΝ
Έναρξη διαλόγου για την εφαρμογή Συστημάτων Πληρώνω Όσο Πετάω (Π.Ο.Π.) στην Ελλάδα
Πραγματοποιήθηκε το πρώτο φόρουμ διαλόγου για την εφαρμογή συστημάτων ΠΟΠ στην Ελλάδα. Η δίκαιη χρέωση των δημοτικών τελών ήταν το θέμα του φόρουμ διαλόγου που πραγματοποιήθηκε χθές (21 Δεκεμβρίου 2009) στα κεντρικά κτίρια της EuroBank στην Αθήνα, με συμμετοχή εκπροσώπων από συναρμόδια υπουργεία ΥΠΕΚΑ, Υπ.Εσ., Δικαιοσύνης, ΜΚΟ, τοπικής αυτοδιοίκησης, ΣΣΕΔ, και άλλων φορέων.
Την εκδήλωση παρακολούθησαν και χαιρέτησαν η εκπρόσωπος της Τράπεζας EUROBANK κα Λήδα Μοδιανο-Λεών, ο βουλευτής κ. Ν. Καντερές, ο Αντιδήμαρχος Αθηναίων κ. Δημόπουλος, ο εκπρόσωπος του Γ.Γ. του ΥΠΕΣ κ. Οικονόμου.
Παρουσιάστηκαν αναλυτικές εισηγήσεις για τα εξής θέματα: Παρουσίαση των συστημάτων ΠΟΠ, Οικονομικά Δεδομένα των συστημάτων ΠΟΠ και παρουσίαση του προγράμματος LIFE + με αντικείμενο την εφαρμογή των συστημάτων ΠΟΠ στην Ελλάδα, Κύπρο και Εσθονία.
Εν συνεχεία τοποθετήθηκαν και εξέφρασαν ερωτήματα εκπρόσωποι από όλους τους παρόντες φορείς. Συζητήθηκαν και απαντήθηκαν θέματα, όπως οι προϋποθέσεις εφαρμογής συστημάτων ΠΟΠ σε ένα δήμο, τα συνήθη προβλήματα από την εφαρμογή συστημάτων ΠΟΠ στους ΟΤΑ, πώς θα μπορούσε να είναι η χρέωση στα συστήματα ΠΟΠ και το πώς θα διασφαλιστούν οι υπάρχοντες πόροι τον ΟΤΑ, αλλά και πολλά άλλα θέματα που αποσκοπούσαν στην άρση των εμποδίων και στη διερεύνηση των δυνατοτήτων για την επιλογή και εφαρμογή συστημάτων ΠΟΠ στη χώρα μας.
Έγινε σαφές από όλους ότι τα συστήματα ΠΟΠ αποτελούν πολύ σημαντικό παράγοντα για την αύξηση της αποτελεσματικότητας της ανακύκλωσης και της εναλλακτικής διαχείρισης των αποβλήτων στη χώρα μας.
Η αρχή έγινε. Θα ακολουθήσουν άλλες πέντε αντίστοιχες ημερίδες όπου πρόκειται να τεθούν και να αντιμετωπιστούν όλα τα θέματα της εφαρμογής των συστημάτων ΠΟΠ στη χώρα μας.

Leaflets and Posters printed |

The first leaflets and posters (in Greek) for the project have been printed and will be distributed shortly. The leaflets contain useful information on Pay As You Throw systems along with practical advice on how the households can get maximum benefit out of them, using the available sustainable waste management schemes. Great emphasis is given on prevention of household waste generation.
15.000 leaflets and 2.000 posters were printed and will be distributed to households in the Municipality of Elefsina and also in the rest of the country. Estonia and Cyprus will print their own promotional material keeping the design of the Greek ones but changing the text to fit their special characteristics.
Furthermore, Estonia and Cyprus have also prepared their own version of both leaflets and posters, based on the initial design of the respective Greek document. Their distribution to the citizens has already begun.
Another version of the leaflet will be created in the three countries, close to the end of the project (first half of 2011). This second version will include results of the project.

Special Edition of “Garbage and Recycling” magazine |

Issue 70 of the quarterly subscription magazine “Garbage and Recycling” is a special edition about Pay As You Throw systems. It contains useful information regarding such systems, available methods and also good practices from around the world.
“Garbage and Recycling” magazine is published by Ecological Recycling Society and one can find scientific papers, summaries of studies, legislation updates and useful information regarding sustainable waste management. Among its subscribers are Local Authorities and Information Media.
This special issue was compiled in the context of Project LIFE07/ENV/GR/000271 “Development of Pay As You Throw Systems in Hellas, Estonia and Cyprus” and the subscribers have already received it. A further 1.500 issues will be given to those households that will participate in the pilot implementation.
The results of the project will be presented in another special issue of the magazine, that will be published after the project’s completion.

Beneficiaries’ meeting in Germany |

On July 20th and 21st, 2009, the second partner meeting took place in Dresden, Germany. Representatives from the project’s beneficiaries were present and took part in conversations regarding the planned pilot implementation of a PAYT scheme in Elefsina, as well as the methodology for the national studies.
The first PAYT workshop also took place on these dates. In the workshop, TUD presented successful examples of PAYT implementation and also elaborated on the various methods and financial schemes that can be applied. This workshop clarified specific issues on PAYT schemes to the partners.
Additionally, the participants went for an excursion in the surrounding area of the meeting place in Pirna. In the excursion, different PAYT settings were observed in action.

First beneficiary meeting in Elefsina |

The first meeting of all beneficiaries of the LIFE07/ENV/GR/000271 “The development of Pay As You Throw Systems in Hellas, Estonia and Cyprus” Project took place on the 27th and 28th of July in Elefsina, whose Local Authority, the Municipality of Elefsina is the coordinating beneficiary of this project.
Representatives from all the beneficiaries working on the Project were present in this two-day meeting. Monitoring Expert, Mrs Christine Marouli was also present. This meeting led to better acquaintance among the beneficiaries and contributed to a rigid foundation for coordination of the Tasks and Actions of the Project.
The meeting concluded with a visit of the participants at the area that has been selected for the pilot implementation of a PAYT system.
